I don't know why there isn't an ability to program a Pico to do mode changes. There should be no technical reason not to do so. This would be handy, such as for a Green button.

I would suspect two reasons....
#1- Pico's lack LED feedback to tell you that a certain mode ( Green, Timeclock) is active or not.
#2 - "Labelling". The Pico's are labelled "Lights, Shades, or icons" etc so you know what they do. There would be many, many more part #'s if Lutron were to label the purpose of the Pico ( Timeclock Pico, Green Button Pico).
One of Lutron's design philosophy's is "Cognition". You need to immediately understand what a control does just by looking at it. A pico that controls a timeclock, but is not labelled as such, would be confusing to end user.
I've been in enough jobs with "Rubber Button" lighting control systems that make you guess what each button does, to realize that labelling is very important to the end user experience.
