Is it possible to create a scene that flashes all the lights?
I would like to program some type of security button.

You need to have an RR-VCRX-WH in the system. You can program the full/flash there.

I think you can also do it directly connected using the 6.2's integration with Honeywell VISTA alarms using RS-232. Am I incorrect? ...also...a strobe late-night party button?

You can do it through a Main Repeater phantom button or the VCRX dedicated security CCI. The Honeywell RS-232 integration uses a phantom button which uses the Security button type. For either method, you simply assign zones like you would with any other keypad button except you have two levels available: full and flash. Flash outdoor lights, full for indoor. Shades have only one level setting, Full (Open).

If you have or buy a VCRX and already have any type security control panel with a siren output which mostly any security panel does you can use an ELK-912 relay ($8.50). Leave the siren wire connected on your security panel and add/connect the ELK-912 relay to the same terminals. The Lutron system integration explains "hard wire" and shows the wire size (I think 18-24 AWG) to connect the Relay to the Lutron VCRX repeater. Program Essentials which lights to lock on 100% and which lights to lock in flash mode when in alarm condition. Works like a charm. I learned that on this site from an electrical engineer that I owe a debt of gratitude. I am an accountant by education now a Real Estate consultant but a technology fan. I also went through the Level 1 BLAST on training. I think there are four other inputs on the VCRX allowing you to connect garage doors and gates. Those are momentary inputs to simulate a door button press where the Security is continuous input when in alarm condition. The Lutron technology is SOLID and reliable. They chose the most reliable RF signal and make high quality equipment that is very reliable. Little learning curve but good stuff. I have scenes set on the automatic times to turn on outside coach lights beginning at sunset and increment from 1 to 15% over 15 minute period along with some interior lighting visible from outside. I get a lot of compliments on my home looking so "inviting".
